Strategy, Governance and Performance
Strategy, Governance and Performance (SGP), led by Michael Kellet. SGP’s role is to provide critical internal and external functions for the organisation. With a responsibility for strategic planning, performance, people and communications, SGP leads, drives and supports the organisation to deliver, with impact, the ambitious transformation programme.

As Director of Strategy, Governance & Performance, Michael’s focus is to ensure PHS makes an effective contribution to improving Scotland’s public health, and that the organisation is best equipped to meet that challenge.
Michael joined PHS in August 2022 from the Scottish Government where he was Director for Population Health. Having over 20 years experience in Scotland's public sector, his roles have contributed to health, resilience, and education within Scottish Government. He was private secretary to three separate Ministers and represented Scotland in the USA. Further, he was also the Chief Officer of the Fife Health and Social Care Partnership.

John is accountable for strategy, transformation, performance, risk, policy, programme management, innovation, improvement, business analysis and business services. As a member of the Directors of Planning collaborative for the NHS, he is accountable for our strategic planning, and lead on connections to COSLA and the Scottish Government.
Before joining PHS, John was joint head of service for Police Scotland and Glasgow City Council, focused on shared services, programme management, community planning, deep collaboration and public health.

Kyle is responsible for ensuring that Public Health Scotland has effective corporate services, governance and assurance services that enable the organisation to deliver on its vision. With specific responsibility for: Governance and Board, Executive Services, Sponsorship, People Development and Planning, Equality, Diversity and Inclusion, Business Operations, Shared Services, Business Continuity, Compliance and Whistleblowing.
Kyle joined Public Health Scotland in April 2022 having previously worked for the University of Edinburgh as Head of Estates Business Services. Prior to this Kyle held leadership roles in local government at Midlothian Council and City of Edinburgh Council.

Jane is responsible for establishing and upholding our independent and trusted voice and promoting PHS as the go-to source of public health data and intelligence. Jane and her teams maximise the power of communications to empower and inform individuals, communities, and partners in making decision to improve and protect their health and wellbeing.
Jane has had several appointments in the NHS working for Health Education Board for Scotland as the Head of Publishing and NHS Health Scotland as the Head of Marketing and Digital Services.
